This question of allowance for ullages and for
liquid returned as undrinkable should be looked into in conjunction
with the Military Authorities.
A question has arisen concerning the payment of
dealers licenses by the numerous Hongs dealing in Chinese wines for import and export. Lieut. Beckwith and myself have discussed this
aubject and I have pointed out that Ordinance No.27 of 17th
September is somewhat at variance with "rdinance No. 46 of 17th
December, 1909. The former under Section 9 distinctly states that
*No removal permit under Section 6,7 or 21 shall be issusd
to any person who does not hold a license which entitles
him to deal in the liquors covered by the permit and has
been issued either under the Liquors Licenses Ordinances,
1898-1908, or the New Territories (Regulation) Ordinance,
1899, or by the Superintendent in accordance with
regulations to be made by the Governor-in-Council under
this Ordinance. The fee for such last mentioned license
shall be such sum not exceeding one hundred dollars as
may be fixed by such regulations".
On the other hand Ordinance No.46 Section 2 states
"Dealers license" means a license to sell intoxicating liquors
(Chinese wines and spirits excepted) either wholesale or by the
bottle, euch liquors not to be consumed on the premises. Then
Section 3 makes an amendment to Section 6 of the Principal
Ordinance by adding a Sub-Section which states that
*No person shall accept or receive orders for or import
on commission or act as agent for the import of any
intoxicating liquor into the Colony for and on behalf of
